Early voting is underway with the Town Council picking up their Budget Hearing duties Weds/Thur

Early voting opened on Friday with a steady stream of folks coming to the Town Clerk's Office to mark their ballot for the Special Election on the override question. Town Clerk Nancy Danello reported 214 voters on the first day.

Early voting continues at the Town Clerk's office during office hours and then on Saturday, May 24 until 3 PM. Registration to vote closes out also in the office that Saturday at 5 PM.

The Town Council gets to their public hearing on the FY 2026 budget. Wednesday night is usually the long night as the major questions are asked of each department. Thursday will be somewhat different in that while questions left unanswered Weds, should be answered Thursday, the multiple votes on the budget will be continued to the Council's June 4 meeting.

With the results from June 3 available, the Town Council June 4 meeting will either approve the budget as proposed or make the significant cuts outlined should the override fail to pass.

The Town and School Dept have prepared all the info needed to cast an informed vote. If you still have a question, please raise it Wednesday.

Monday saw the Franklin Housing Authority rename the Community Center at Central Park Terrace for the late & long time board member Peter L Brunelli. Recap of the event including video of the exterior unveiling ->

The Franklin Housing Authority held its regular monthly meeting on Tuesday. The recap and audio recording (an exclusive) is available here ->

The School Committee met for the first of their regular monthly meetings and heard about the traffic study results, plans for capital funding perhaps later this year. There will be no significant dollars spent to prepare for September, 2025. Any projects would be scoped and funded later this year for Sept 2026. In the meantime, consider having the kiddos ride the bus or expect car queue lengths to double for elementary school drop-offs. A very full week of Town and School business meetings is scheduled May 12 through May 16, 2025

A very full week of Town and School business meetings scheduled 


Both the Recreation and Planning Board are scheduled to meet on Monday. Housing Authority, Design Review, Friends of the Library, and School Committee and School Policy Subcommittee are scheduled for Tuesday.  The Board of Health, Cultural Council and Historical Commission are scheduled to meet on Wednesday.  Thursday morning starts with the Town and State official coffee social (8:30AM) at the Senior Center, followed by ribbon cutting for the new van and pavilion also at (10:00AM) the Senior Center. Thursday evening has the regular meeting of the Conservation Commission. Friday, the School Committee has a contract negotiation session to close out the busy week.


Over 200 volunteers, yes, some of your neighbors may be part of this group of non-paid volunteers spending some number of hours willingly to provide oversight for the Town and School operations. As a general rule, we should all be kind to our neighbors and more so to those who volunteer to help make this community work for us.


There may be disagreements on specific items but we are all here because we chose to be. We need to work together to make it a better place. Step away from the vitriol on the social webs and have a civil conversation with your neighbors. Franklin will be a better place for us.

Financial details laid out for review in advance of casting an informed vote on or before June 3

With the Finance Committee budget hearings completed, the Town can focus on other business in advance of the early voting which begins May 16. 
 
Memorial Day Parade and ceremonies scheduled for May 26 are being adjusted. The parade route is being changed, it will start at 11 AM, the ceremonies at Dean College and the 2 cemeteries will be conducted in advance of the parade beginning at 9:30 AM. The ceremony on the Town Common will remain in place at noon. The American Legion & VFW are making these changes to hopefully make it easier for veterans to participate. 
 
The Town Council budget hearings are scheduled for May 21 & 22. The second hearing will be continued until the June 4 regularly scheduled meeting of the Town Council. If the override passes, the budget as proposed can be officially and formally passed. If the override fails, the budget adjustments will need to made before the budget is approved. The vote of June 3rd will be available for them to close out the budget.
 
What do cuts look like if the override would fail?
  • Fire Dept would lose staffing, and 3rd ambulance would come out of service
  • Police Dept would lose staffing
  • DPW admits many won't notice changes immediately but road repairs, etc will either be delayed or not happen with their cuts
  • Other personnel cuts across the smaller departments would be significant in affecting service and program delivery
The Schools redistricting as currently funded, should lay the foundation for future but if the override fails, cuts of $2M across the district including staffing would be made. The bus and athletic fees would remain as they are (rather than be reduced if the override passes).
 
The choice will be up to the voters. Be informed with accurate info from Town and credible sources.

A quiet week to start this month, however April closes with a flurry of meetings

The combination of the school April break, Easter and the budget cycle results in a relatively quiet week as we start April.  

The School Committee has an executive session this week for negotiations and then meets on the 8th and 29th. The Town Council doesn't meet until the 16th and then meets on the 30th.

The Finance Committee has its set of 3 budget hearings scheduled for April 28, 29 and May 1. If anyone has any questions about the line item details on the FY 2026 budget, these three night are the time to do so. Agendas are not yet posted but prior years indicate General government on one night, schools (Franklin, Tri-County, Norfolk Aggie) on one night and the third night covers public safety (Police, Fire & Dispatch) as well as Public Works both operational and enterprise accounts (water, sewer, solid waste, & storm water).

The School Committee met on Tuesday and in a long session started by recognizing the boys basketball team for the State Championship & the cheerleaders for their National Championship. They got a lengthy update on course selections and trends from FHS. They also got a lengthy and valuable update on the middle school schedule as the 3 schools plan to come together as one in September. The Zoning Board of Appeals opened the process on the proposed 40b to redevelop the Stobbarts property. Unless the committee decides to act on a "safe harbor" declaration in the next week or so, the plans will continue to be reviewed during the process with the next session scheduled for May 8.
