A very full week of Town and School business meetings is scheduled May 12 through May 16, 2025

A very full week of Town and School business meetings scheduled 


Both the Recreation and Planning Board are scheduled to meet on Monday. Housing Authority, Design Review, Friends of the Library, and School Committee and School Policy Subcommittee are scheduled for Tuesday.  The Board of Health, Cultural Council and Historical Commission are scheduled to meet on Wednesday.  Thursday morning starts with the Town and State official coffee social (8:30AM) at the Senior Center, followed by ribbon cutting for the new van and pavilion also at (10:00AM) the Senior Center. Thursday evening has the regular meeting of the Conservation Commission. Friday, the School Committee has a contract negotiation session to close out the busy week.


Over 200 volunteers, yes, some of your neighbors may be part of this group of non-paid volunteers spending some number of hours willingly to provide oversight for the Town and School operations. As a general rule, we should all be kind to our neighbors and more so to those who volunteer to help make this community work for us.


There may be disagreements on specific items but we are all here because we chose to be. We need to work together to make it a better place. Step away from the vitriol on the social webs and have a civil conversation with your neighbors. Franklin will be a better place for us.

The Town Council met on Wednesday, May 7. The audit is once again “clean” and we also heard of the renewal for our AAA bond rating. This provides significant financial value to the Town. The recap and video can be found

Financial details laid out for review in advance of casting an informed vote on or before June 3

With the Finance Committee budget hearings completed, the Town can focus on other business in advance of the early voting which begins May 16. 
 
Memorial Day Parade and ceremonies scheduled for May 26 are being adjusted. The parade route is being changed, it will start at 11 AM, the ceremonies at Dean College and the 2 cemeteries will be conducted in advance of the parade beginning at 9:30 AM. The ceremony on the Town Common will remain in place at noon. The American Legion & VFW are making these changes to hopefully make it easier for veterans to participate. 
 
The Town Council budget hearings are scheduled for May 21 & 22. The second hearing will be continued until the June 4 regularly scheduled meeting of the Town Council. If the override passes, the budget as proposed can be officially and formally passed. If the override fails, the budget adjustments will need to made before the budget is approved. The vote of June 3rd will be available for them to close out the budget.
 
What do cuts look like if the override would fail?
  • Fire Dept would lose staffing, and 3rd ambulance would come out of service
  • Police Dept would lose staffing
  • DPW admits many won't notice changes immediately but road repairs, etc will either be delayed or not happen with their cuts
  • Other personnel cuts across the smaller departments would be significant in affecting service and program delivery
The Schools redistricting as currently funded, should lay the foundation for future but if the override fails, cuts of $2M across the district including staffing would be made. The bus and athletic fees would remain as they are (rather than be reduced if the override passes).
 
The choice will be up to the voters. Be informed with accurate info from Town and credible sources.

School vacation ends, busy week ahead

School vacation comes to an end with another wet weekend and major meetings are on the calendar for the week ahead.

Hopefully folks are fully rested and ready to return. The Finance Committee has its 3 budget hearings set for this week. They start Monday with Education covering the Tri-County, Norfolk Aggie and Franklin Public Schools budgets. Tuesday they get into the details on Public Works (water, sewer, roads, storm water, etc.) and Public Safety (police, fire and regional dispatch). They close out the week on Thursday with General Government, health and debt accounts and the vote to recommend for the Town Council. The Town Council will conduct their 2 budget hearings in May (May 21 & MAy 22).

As mentioned earlier, if there are remaining questions on the need for the override special election coming up on June 3, these three meetings are the time to get those lingering questions answered.

As to why the override is back again? Folks should remember that the steps taken to adjust the budget last year after the override failed used $3M of one time funds to balance that budget setting up for this year. We are fortunate that the school redistricting effort did result in significant savings so we are only facing a $3.8M deficit; yes, only .8M more than we knew last June we would face this year. 

As for the remainder of the full week schedule, it is good that Franklin TV did build out the 3rd floor training room as a second broadcast spot (in addition to Council Chambers), as there will be dual live broadcasts on 3 of the 4 nights Monday through Thursday.

A light meeting week with schools out on break, rest up now for the busy week of April 28

For the week after Easter with schools on break and Patriot’s Day Monday, this a very light week for Town/School meetings. 


However, the week after this break will be a busy one with 3 Finance Committee budget hearings, along with the School Committee & Town Council meetings, Planning Board. and Conservation holding their regularly scheduled meetings.


If anyone has any questions about the line item details on the FY 2026 budget, these three Finance Committee budget hearings (4/28, 4/29, & 5/1) are the time to do so.   


Prior year experience indicates that the General government departments/line items will be on one night, the schools (Franklin, Tri-County, Norfolk Aggie) on one night and the third night covers public safety (Police, Fire & Dispatch) as well as Public Works both operational and enterprise accounts (water, sewer, solid waste, & storm water). Exactly which night will come out when the agendas are posted.


We know through the Schools, that they’ll be on April 28, which of the other two will slot where, we’ll find out when the agendas come out by Friday, April 25.

April's 2nd week brings showers & a more 'normal' slate of meetings

April's second week is scheduled to bring showers and a more 'normal' slate of Town meetings even with 2 cancellations.

 

The Cultural Council & Planning Board have regular meetings on Monday. School Committee gets an update on the elementary & ECDC redistricting efforts Tuesday, after their Policy Subcommittee meets earlier that night. Friends of the Library also meet on Tuesday

 

Wednesday has a Historical Commission meeting and Thursday has the Municipal Affordable Housing Trust as well as the Charles River Pollution Control meetings.


A friendly reminder that the The Finance Committee has its set of 3 budget hearings scheduled for April 28, 29 and May 1. If anyone has any questions about the line item details on the FY 2026 budget, these three nights are the time to do so.

One might ask why the Town is always looking to hire for one or more positions? This a normal part of business. The positions being hired for are generally backfilling for someone who has retired or moved on to another opportunity. The Town has infrequently added net new positions. These are the kinds of details that are addressed in the line by line department review of their FY 2026 budget by the Finance Committee budget hearings that close out April.
