Summertime, the living is easy as we ease into the 4th of July weekend

We can put “Summertime, and the living is easy”  on repeat as we ease into the long 4th of July weekend.

Less than a handful of meetings this week. The Agricultural Committee and Planning Board meets on Monday. The Municipal Affordable Housing Trust meets on Tuesday. 

While the Board of Health has a meeting scheduled for their normal first Wednesday of the month, there is no agenda posted and it may not occur. Prior meeting discussion was around whether there was a need to meet during the summer. Nothing was pressing at the time.

The 4th of July Celebration opens on Wednesday and runs through Sunday on the Town Common. Carnival rides open daily with a wrist band or ride package available. Live music is scheduled each day with the 5th Annual Mike Crandall Blues Festival on Saturday. Fireworks close out Saturday night at 10 PM from Franklin High School.

The Franklin Democratic Committee, the Rod and Gun Club, and the 4th Coalition will operate food booths during the event. Supporting these organizations are a win-win; food or refreshments for you and the family, and you help the group.

A short week of meetings this past week.

The School Committee policy subcommittee met virtually on Tuesday at 6 PM to preview the fee discussion and decision before the full meeting at 7 PM.

Summertime,  “Summertime, and the living is easy” 

The Fiscal Year 2025 comes to a close on June 30. Town business starts to shift gears from one fiscal year to the next as the cycles continue. FY 2026 opens July 1 and we’ll start seeing confirmation of the budget cuts due to the failed override to fund the level service budget. No level service? Correct, town delivery of services will decline in various aspects. Some will be more noticeable than others.

With schools closed, the Recreation dept has temporarily moved to use Parmenter while construction on the Beaver St interceptor continues to work in their yard as well as disrupt traffic on Beaver St. They take this week off fortunately but are likely to be back as steel plates in the road remain.

The Design Review, School Committee and SchCmte Policy subcommittee all meet virtually on Tuesday. The Conservation Commission meets on Thursday.

The groundbreaking for Habitat for Humanity to formally take title to the Old South Meeting House took place on Wednesday, June 18. The exterior will be preserved while the interior will be renovated to become a single family affordable residence.

The most significant meeting of the week was the Town Council session on Wednesday, June 18. The agenda was a typical variety of business appointments, recognitions, survey results, and a surprise. Fire Chief James McLaughlin announced his retirement effective on or before Oct 1, 2025. The video replay of the full meeting is available.

Franklin Schools close out for the summer, June 18, District prepares for September 2025

School closes out this week with half days as Franklin prepares for redistricting starting in September. The last day to register for bus transportation is Friday, June 20. Any requests after Friday can not be guaranteed a bus seat for September.

A small slate of meetings are scheduled for this shortened week with Town and School facilities closed Thursday for Juneteenth. 

The Planning Board meets on Monday and the Town Council on Wednesday. The Council agenda includes ratification of multiple union contracts. The School Committee approved their teacher contract in their last session June 10.

State Representative Jeff Roy hosted an appreciation event on Monday, June 9 to recognize the collaboration to bring a single family home back into the Franklin Housing Authority (FHA) inventory. The Franklin School Committee reluctantly approved their revised budget to account for the reduced allocation from the Town per the failed override. In addition to the 29 personnel cuts due to redistricting (saving the Town $3.1M annually), the District reduced an additional 12 personnel along with multiple sets of expenses to account for $2M less in revenue. The Finance Committee held its shortest meeting on Wednesday. It struggled to gain quorum, then when it did achieve that, determined to postpone the Technology topic for presentation/discussion in the fall. 3 new members are scheduled to be appointed in July and they would benefit from such information. 6 to 3 to 2 to 1, finally

One can pick and choose when it started, there are a number of key points along this budget journey for the Town of Franklin. Go back to the first successful override in 2007. Or to the failed overrides in 2008 and 2010. 

To the failed dedicated override for road repairs for $1M that folks chose not to accept in 2014.  Yes, even after hearing that the Town needed to confirm that money for the override would be spent for a specific item, the voters chose not to fund needed road repairs.  

Whether you call it the “fiscal cliff” or the “structural deficit”, it really comes down to a math problem. More money required to fund existing services than is scheduled to come in due to the 2 ½ override restrictions. You can try to ignore it but inflation is the major driver. Councilor Jones calculated the inflation impact of Prop 2 ½ since 1983 during the override discussions in the run up to the June 2024 failed attempt.

It is so much easier to blame someone else for the problem. That avoids the harsh reality of the situation our community faces. It seems there are a number of relatives of Rodney Dangerfield (“I get no respect”) who live here. They attempt to dominate or divert the conversation from facing reality. It gets a chuckle, laughed off, and the tragedy remains in front of us.

So the Town took on a massive effort with 

• 6 Joint Budget Listening Sessions 

• 3 Finance Committee budget hearings

• 2 Town Council budget hearings

In the run up to the special election Tuesday, June 3 at Franklin High School gymnasium from 6 AM to 8 PM.

Of the 25,865 registered Franklin voters, 2431 ballots have been cast by early and absentee voters (through 5/30/25 close of business) for this election per Town Clerk Nancy Danello. 

The questions that remain?

1. How many of the remaining voters will turn out on Tuesday? 

2. Will they be Rodney’s relatives? Or will they fund the current services our community needs? 

When will we get an answer?

• We’ll find out by about 9 PM Tuesday evening.
