School vacation ends, busy week ahead

School vacation comes to an end with another wet weekend and major meetings are on the calendar for the week ahead.

Hopefully folks are fully rested and ready to return. The Finance Committee has its 3 budget hearings set for this week. They start Monday with Education covering the Tri-County, Norfolk Aggie and Franklin Public Schools budgets. Tuesday they get into the details on Public Works (water, sewer, roads, storm water, etc.) and Public Safety (police, fire and regional dispatch). They close out the week on Thursday with General Government, health and debt accounts and the vote to recommend for the Town Council. The Town Council will conduct their 2 budget hearings in May (May 21 & MAy 22).

As mentioned earlier, if there are remaining questions on the need for the override special election coming up on June 3, these three meetings are the time to get those lingering questions answered.

As to why the override is back again? Folks should remember that the steps taken to adjust the budget last year after the override failed used $3M of one time funds to balance that budget setting up for this year. We are fortunate that the school redistricting effort did result in significant savings so we are only facing a $3.8M deficit; yes, only .8M more than we knew last June we would face this year. 

As for the remainder of the full week schedule, it is good that Franklin TV did build out the 3rd floor training room as a second broadcast spot (in addition to Council Chambers), as there will be dual live broadcasts on 3 of the 4 nights Monday through Thursday.

School is back, Town business returns with a full slate of meetings for week of Feb 24, 2025

Looking ahead, the Town calendar is full of meetings with the school break behind us. Many of them will be live streamed & broadcast.

Monday, we hit the ground running with the Legislative Forum hosted by the School Committee at the FHS Lecture Hall and the regular Planning Board meeting. Both are broadcast, three other meetings are not broadcast.

Tuesday, the Police Station Building Committee gets to work with the project team, architect and others in place. They'll outline the process for community engagement across the project timelone.

Wednesday, the Economic Development Subcmte and the Town Council conduct their business.

Budget season is just getting started and 2 key budget related meetings are up on the calendar for this week. 
  • School Committee takes a vote on the recommended Superintendent's Budget at their Tues, Feb 11 session
  • The 2nd of the series of Joint Budget listening sessions is scheduled for Wed, Feb 12 at the Remington-Jefferson cafetorium
Whether the weather plays havoc with either of these events, remains to be seen.

  • the use of 'free cash" for the capital budget
  • new victualler license 
  • gives final approval to sign bylaw changes & water/sewer connections for Franklin Ridge 
  • witness the promotions of 2 firefighters to leadership positions
  • heard the update on ambulance call volume and approved a rate increase, 2nd approval remains for a Feb meeting 

Master Plan Update Cmte met for the final time to approve some outstanding meeting minutes on Wednesday, Feb 5
 
The Board of Health also met on Wednesday, Feb 5

Yes, budget, budget, budget continues this week beginning Feb 3, 2025

Still more budget as the School Committee schedules their annual public hearing on the Superintendent’s Recommended budget for FY 2026 on Tuesday, Feb 4. The details of this new budget built from the ground up due to the reorganization should be interesting to see. Significant savings will be realized with the redistricting. Enough that some cuts from last year may be reduced along with some fee modification. Both are dependent upon successful passage of an override this year. Town Council will address that possibility at a March meeting and set an amount.


On Wednesday, among the items on the Town Council agenda is a presentation on fire call volume and proposed ambulance rate change. The fire call volume has been increasing and at some point the Town will need to fully fund the 3rd ambulance. Creativity to date enables a 3rd ambulance unit for about 40 hours during some daytime hours. Putting it on full time would require additional personnel (about 6 according to my notes).


The Capital Budget, funded from ‘free cash’, is up for approval at this session as well as a victualer’s all alcohol license for Mirchi.

FM #76 - FY 2012 Budget Outlook

Let's take about ten minutes to get into the first budget outlook on fiscal 2012 from Town Administrator Jeff Nutting.

This is #76 in the series of internet radio shows or podcast for Franklin Matters.


The first snow has already fallen and the first outlook on the FY 2012 budget was previewed at the last Town Council meeting. Let's take a few minutes to listen to Town Administrator Jeff Nutting's update on the FY 2012 budget.

“Original contract for architect came in about $860,000, we knocked it down about 3$00,000. the MSBA was surprised no one else had rejected a contract.”


“We are trying to watch the dollars right out of the gate and I think the committee is doing a good job.”


I look back over the last eight years, we have cut 1 out of 6 municipal jobs. We still provide a high level of quality services


“The CPI has avg 2.9%, our wage increases have avg 2.3% so we have been below the cost of living over several years.”


“On health insurance, the increase overall has been over 12% over the last several years. We have been 6.3% so we have been beating the bench mark. We have been doing the best and working with our employees.”


“In FY 2011, seven of nine unions on the municipal side have already agreed to contracts with zero increase.”


“I think we should save a big chunk of cash for unemployment for FY 2012”


“We are going to present a balanced budget. People say why can't the Town balance a budget, we have balanced a budget for a couple hundred years. People say, why can't we live within our means? We always live within our means. That is the law. The issue is there is gap between revenues that are available and services that are provided. And that is why we have 50 less employees than we had eight years ago and that is why the schools have cut back as well. So not only do we reduce jobs but I think this body knows as well that we have consolidated school and Town services and look at sharing services with other towns and look at any venue possible to make the ends work and to provide high quality municipal services.”


“We have a four to six million dollar gap for next fiscal year.”


“We'll be in a position to present the balanced budget. And that will obviously lead to make policy decisions on the Council's part as to priorities. A million dollars is twenty jobs, so you can do the math, is it 60 jobs or 80 jobs.”


“Our expense budgets are really small, they have been cut and cut over the years. We have a big challenge, we will meet the challenge.”
