Biennial election ballots gets complete, Town Council has a full agenda for the week of Sep 14, 2025

The middle of September is here already.

The Biennial Election ballot gets close to final this week as all the nomination papers are due Monday, Sep 15. Candidates can still change their mind by Sep 22 to withdraw. After the 22nd, the ballots will get sent out for printing and be back in time for the in person early voting scheduled to begin Oct 17.

The in person early voting schedule has been posted by the Town Clerk and added to the Community Calendar.

The Town Council agenda is full. Among the key items are:

  • Some Police Dept personnel are sworn in as back fill for retirees

  • There are zoning bylaws in a couple of categories; a set of six to create the Crossing Neighborhood District, and a couple of others for commercial kitchens in residential areas as long as the unit is on septic (not Town sewer)

  • There is also a presentation on the solicitation permit process by Chief Lynch and Deputy Chief West

  • Town Administrator Jamie Hellen is also scheduled to provide a personnel update; i.e word has it the replacement for Bryan Taberner has been hired

2 additional options for getting your questions answered occur this week. Steve Sherlock holds his Franklin Q&A at the Senior Center, Wednesday, Sep 17 at 11 AM. The Town and Local official also hold their coffee hour at the Senior Center on Thursday at 8:30 AM.

Buckle those seat belts, driving safely now that school is settling into their schedule. The Biennial Election campaign period is about to get real active over the next several weeks.

A midsummer dream - short meeting schedule and good weather

A midsummer dream; only a few meetings on the calendar and the weather forecast calls for mostly good (not humid) conditions.

The Board of Assessors meets on Monday. They generally spend most of their total meeting time in executive session as they review the various abatements and exemptions requested.

The Town Council holds office hours at the Senior Center during breakfast beginning at 8:30 AM. Always a good time for discussion in an informal setting.

The Conservation Commission is scheduled to meet on Thursday with a full agenda including 444 East Central St. They also need to vote on their representative to the Community Preservation Committee.

The Finance Committee met on Monday and voted to recommend Model B to the Town Council. We all should spend some time with this meeting for the 5 Year fiscal forecast. There is more discussion here. The Town Council  took up the budget adjustment and also decided on Model B, but spent little or no time discussing the forecast. Franklin TV is working on producing the video of this FinCom meeting.

The School Committee met on Tuesday to get an update on Summer Learning and the work preparing the schools for implementing redistricting this September. You can watch or listen to the meeting. You can also get the Chalkboard Chat condensed version of the meeting in conversation with Chair Dave Callaghan

The Town Council met on Wednesday with a full and varied agenda. The key decision aside from the Model B mentioned above, was the vote to not accept the private donation to fund the health and wellness nurse for the Senior Center. The good from the decision was the action to find a way to restore the position and to develop a Town policy for such circumstances in the future. The School have a policy the Town does not.

Other shareworthy news of note:

The slow season of summertime lingers this week 07/14 - 07/20/25

“Another day in the park

I think it was the Fourth of July”

The slow season of summertime lingers this week. Only 1 ‘major’ meeting and 3 ‘minor’ meetings on tap for the week.

The Economic Development Subcommittee meeting on Wednesday previews zoning bylaw changes proposed for the Crossing Neighborhood District located at the junction of Union and & Cottage.

Stop by the Senior Center for breakfast and open conversation with State and Town officials on Thursday morning. A good breakfast at a very good price and usually a good conversation opportunity.

The ZBA meeting scheduled for Thursday has been rescheduled for July 31.

If you have other Town of Franklin questions, you can also take advantage of the Franklin Q&A session on Wednesday morning either remotely or in person at the Franklin Senior Center. Open to all in Franklin, you bring your questions, I’ll provide the answers either then or via follow up.

Wet weekend weather continues ahead of the Town Council meeting and informal Q&A sessions

Another wet weekend to dampen the spirits of the area residents. Wet enough that the Applause Gelato shop has rescheduled their re-opening until April 26 to be timed with the Ladybug Trail Walk which hopefully will bring more Spring-like weather. In the meantime, the moisture is gradually refilling the aquifers so that the State is gradually coming out of drought status so that is good.

On the Town meeting front, the Town Council meets on Wednesday with a zoning bylaw to permit shared use kitchens, authorization for early voting for the special election June 3, and presentations on the Police Dept Mental Health Clinician work as well as the Town’s Crisis Advocacy Team.

Town and State officials hold their office hours at the Senior Center Thursday morning. Franklin Q&A has 2 sessions this week; at the Library Monday night at 6:30 PM and Wednesday at the Senior Center at 11 AM. All three sessions designated for informal question and answers on Town business.

The School Committee Policy Subcommittee met on Tuesday to confirm that while Horace was never going away, due to some folks impatience with the process, there may be a Horace Mann Campus proposal for the full School Committee to vote on at their April 29 session. The audio for the meeting is available exclusively from Franklin Matters/Franklin Public Radio  https://www.franklinmatters.org/2025/04/school-committee-policy-subcommittee.html

The full School Committee met also on Tuesday to get detailed updates on the redistricting efforts for the Early Childhood Development Center (ECDC) expansion as well as the elementary schools. The video is available for replay from Franklin TV.  https://www.youtube.com/live/3rgXaYFUtNA?&t=100

The Chalkboard Chat session with School Committee Chair Dave Callaghan recaps both the Policy Subcommittee meeting and the full School Committee session to condense the four hour combined meetings to about 40 minutes
