Labor Day brings school reopening and all the other activities falling into place

Labor Day weekend. What does it bring? The end of summertime, schools re-open, a mostly normal slate of town meetings, and construction on the Beaver St Interceptor moves to the reduction of a lane along RT 140.

Yes, there is a lot happening in and around Franklin, MA as the outlook for the week of September 1 through September 6 fills in.

The Board of Health, Historical Commission, and Town Council are scheduled for Wednesday, Sep 3.

The Council returns to their normal 7 PM slot with a very healthy agenda so it is likely to be a long session. Recognition of the Fire Chief’s retirement comes before the announcement of the new Chief. A few appointments to continue the annual process are on tap except for the expired term of one ZBA member. Proclamation of Hunger Action Month a recognition of food security efforts by the Food Pantry includes an update from Exec Director Tina Powderly. There are also updates from Patrick McDermott, Norfolk County Sheriff as well as from our legislative delegation Senator Rausch and State Rep Roy.

The Franklin Commission on Disability and the Conservation Commission are both scheduled for regular sessions on Thursday, Sep 4.

Fasten your seatbelts for the ride from September through the end of the year. AND please drive carefully especially during the school bus hours bringing students to and from school.

Hot August nights winding down as the summer comes to a close

“Hot August night

And the leaves hanging down

And the grass on the ground smellin' sweet”

You can get into the spirit with this golden oldie from Neil Diamond.

https://www.youtube.com/watch?v=K398Q4DYCW8

The summer nights are rapidly coming to a close. Labor day is around the corner. Nomination papers are still available for the Biennial Town Election coming November 4. While there are just enough candidates for most roles, the Board of Health and the Planning Board (Associate) are both lacking candidates for their open positions.

Potential candidates are gathering signatures at the Farmers Market and elsewhere around town. Some are knocking on doors or having conversations in person, or on the social webs.

Some may be touting they will be the next savior for the Town. Listen, and listen well. What are they saying? What are they not saying?

We’ll try and gather a set of information for the residents and voters to make their decisions. We try to get more than a sound bite. What is the candidate's story? What are they looking to do? And importantly, how do they think they’ll do it?

These are not questions with yes or no answers. Nor are they trick questions. So listen and listen well to be able to cast an informed decision on November 4. These folks are stepping up to volunteer to help our town provide services to the community. We are all in this together.

On the meeting front, the Planning Board meets Monday, School Committee Tuesday, Police Station Building Committee and Agriculture Committee are both scheduled for Wednesday, and Zoning Board of Appeals on Thursday. Important meetings on key topics for town and school business.

Meeting agendas where available are here to help prepare and understand what each group is doing on our behalf. Watch, listen, and listen well.

"A misunderstanding once But now we look it in the eye”

There was a distance between you and I

A misunderstanding once

But now we look it in the eye”   *1

Oh, how I wish that were the case.

Most problems are within our realm to correct. The problem resolution needs to start with a clear definition of the problem to be solved, a civil discussion around the proper, accurate data involved, and then the pros and cons of the choices to let the greater good prevail.

This first week of August 2025 has a light schedule of meetings. The Housing Authority has a special meeting to review a plan for the trees on their property. The Board of Health is scheduled to meet but they may not as there is not a published agenda at this time.

The Police Station Building Committee gets together on Wednesday to tour the existing facility. The public is welcome and there will be specific dates and times in September/October for the community to participate in a tour.  Work is also underway on a video tour for those who may not be able to go in person.

The Conservation Commission has the first of its 2 scheduled August meetings on Thursday to close out this week of Town meetings.

"Summer's here and the time is right Talkin’ ‘bout zoning"

Calling out around the Town

Are you ready for a brand-new heat

Summer's here and the time is right

Talkin’ ‘bout zoning along the street  https://www.youtube.com/watch?v=HasaQvHCv4w

Or is it?

With apologies to David Bowie & Mick Jagger for redoing the lyrics of their Live-Aid performance of “Dancin’ in the street

The outlook for current and future meetings concern hot topics around housing developments and zoning approvals for future developments. All in an attempt to address our housing issues.

Yes, affordability is a key factor and due to both Federal and State regulations, there is little we, in Franklin, have direct control over for affordability.

We do have control over our zoning however. We can continue to keep multiple variances required for every project to ensure local control remains in the hands of the Planning Board, ZBA and others in the approval process.

Or we can consider crafting the regulations to enable more ‘by right’ approvals. Clearly these changes would be within reason, and should be more reasonable than we have today.

Be part of the process by watching the Planning board and ZBA meetings this week. The next Council meeting will also take up the ‘friendly 40b’ policy again. It was tabled for future discussion during last week’s lengthy and only July Council meeting.

The Town Council August 13 meeting likely will also be lengthy as it is the only one for this summer month.

The major meeting of the week was the single July meeting for the Town Council. It was a lengthy one consuming almost 5 hours. The recap, video and audio of the meeting is available.

https://www.franklinmatters.org/2025/07/town-council-spends-almost-5-hours_26.html

The Town Council Quarterbacking session for the July meeting will be available mid-week (approx.
 7/29-7/30)

There are two worthy interviews to share:

Chris Flynn talks about his Horace Mann project. He has developed a script for a 4-part video series on the life of Horace that he is ready to film and is looking for actors to fulfill the roles in Horace's life. Listen here ->   https://www.franklinmatters.org/2025/07/actor-chris-could-use-your-help-in-this.html

Amy Adams talks about her "Healing with HeART" projects, the newest of them opens on the Natick Town Common. She creates a "wind phone" following the lead of a Japanese gentleman initially although there are hundreds if not thousands of "wind phones" around the world. Listen here -> https://www.franklinmatters.org/2025/07/amy-adams-talks-about-wind-phone.html
